GRAND ISLAND — A woman in Grand Island was arrested for child abuse and neglect after one of her children was found wandering outside without any clothing.
According to the Grand Island Police Department, officers were dispatched twice to the Riverbend Apartments in reference to a young boy outside in the parking lot unsupervised.
Officers were unable to locate the boy during the first call but were directed to a specific apartment on the second call.
The reporting party stated that the boy was almost hit by a car and was not wearing any clothing.
Officers reached the apartment and made contact with Jessica Cisse who stated that the boy was her son. Another one-year-old girl was also present in the apartment.
Officers requested to enter the apartment to speak with Cisse and found it in a state of disarray. Cisse blamed the mess on the child, officers said.
Cisse told officers that her son was outside but claimed she had been yelling for him to come inside. However, a neighbor would state that Cisse was never seen outside or heard calling for him.
It was unknown how long the boy was outside unsupervised.
Due to the condition of the home, both children were placed into a 48 hour hold and lodged with Child Protective Service.
Cisse would be arrested for intentional child abuse and child neglect, she would be booked into the Hall County Department of Corrections.
